Why keyword filtering fell short
Relevant opportunities rarely use a consistent vocabulary. Exact matching discarded good fits and surfaced too much noise.

How the workflow runs
Listings are collected, evaluated against detailed criteria, ranked, and used to prepare draft material. A person reviews every recommendation, decides what to pursue, and submits.

Where the person stays in charge
Nothing is submitted autonomously. The system reduces reading and preparation; it does not make the commercial decision.
